A 3-Day Technical Masterclass for Environmental Professionals
Significant changes to the Riparian Areas Protection Regulation (RAPR) are coming into effect on January 1st, 2027. This new course will assist you to navigate British Columbia’s updated riparian regulatory framework with rigor and clarity. This intensive, three-day applied program provides Qualified Environmental Professionals (QEPs) and regulatory practitioners with an end-to-end roadmap for scoping, conducting, and reporting riparian assessments under the Riparian Areas Protection Regulation (RAPR) technical guidance.
Focusing on defensible methodology and streamlined reporting, this course demystifies the practical application of Rapid Assessments, Condition and Impact Assessments (CIAs), and Undue Hardship calculations—equipping you to deliver submissions that meet provincial standards the first time.
Important Regulatory Notice:
This program focuses on applied reporting best practices, regulatory interpretation, and technical quality assurance. It is intended as a practical, complementary continuing education resource. It does not substitute for the formal RAPR QEP Training Course offered through Vancouver Island University (VIU), which remains the mandatory provincial credentialing prerequisite for Primary QEP status under the regulation.

Prerequisites: None. However, completion of (or concurrent enrollment in) the formal VIU RAPR QEP course is strongly recommended for those aiming to practice as a Primary QEP.

Certificate of Completion: Issued upon achieving 80% or higher on an applied, take-home case-study evaluation designed to test practical reporting competence.
About the Instructor
David Galvez Alcaraz, PhD, RPBio, QEP
David holds a PhD in Forest Biology and Management from the University of Alberta and brings over two decades of applied research and environmental consulting experience across western Canada. As principal of Coastal Raintree Consulting—an environmental firm based on BC’s Sunshine Coast—David regularly leads complex ecological assessments, riparian determinations, and habitat restoration plans. His instruction combines academic rigor with pragmatic, front-line consulting expertise.
